The New Education Policy (NEP) 2020 places significant emphasis on foundational learning, recognizing it as the cornerstone for all future learning. In alignment with this vision, the Government of India launched the NIPUN Bharat Mission on July 5, 2021. This mission aims to achieve foundational literacy and numeracy (FLN) for all children, underscoring the importance of these skills as essential building blocks for lifelong learning and success.
Manipur has demonstrated a robust commitment to the objectives of the NIPUN Bharat Mission, particularly in the areas of foundational literacy in English and numeracy. This initiative reflects the state's dedication to ensuring that all students become FLN competent by the end of grade 3.

Under the NIPUN Manipur Mission, Manipur is implementing a range of academic and governance strategies designed to bolster the foundational skills of students. PARAKH Rashtriya Sarvekshan 2024 reported the state average in Language and Mathematics which is 71% and 67% respectively is higher than the National average of 64% and 60% respectively.
